The Mayor’s Scholarship Program (MSP) is offering an excellent opportunity for full-time New York City government employees to pursue undergraduate degrees while continuing their employment.
For the first time, the program now includes undergraduate scholarships, allowing eligible applicants to enroll in associate and bachelor’s degree programs at participating colleges and universities.

The Mayor’s Scholarship Program has supported students for over 50 years through partnerships with leading institutions.
Previously focused on graduate studies, the program has now expanded to include undergraduate education, giving civil servants greater access to higher education and career advancement opportunities.
Scholarships are funded and awarded directly by participating colleges and universities.

To apply:
- Check if your desired college/program is listed in the Scholarship Offering Guide
- Apply for admission to the participating institution
- Complete the scholarship application form
- Submit the application to your Agency Personnel Office (APO)
- If applying to multiple schools, submit separate applications for each
